Bicol LGUs pass local First 1000 Days OrdinancesLocal government units of Naga City, municipality of Tiwi in Albay, municipalities of Virac, Bato, and San Andres in Catanduanes, and the province of Catanduanes will pass their local ordinances to support the First 1,000 Days (F1KD) on July 26, 28, and 30 as culminating activities for Nutrition Month 2021. The local ordinances were based on Republic Act 11148 (Kalusugan at Nutrisyon ng Mag-Nanay Act of 2018) or F1KD Law, and its Implementing Rules and Regulations. It is aligned with the July 2021 Nutrition Month theme which is ‘Malnutrisyon tuloy na labanan. F1KD tutukan.”

The passage of the local F1KD ordinances is a major component of the partnership ADVANCE (Advocacy for Nutrition Governance towards Early Recovery) in Bicol project of Save the Children Philippines with the Region 5 Offices of the Department of Health and the National Nutrition Council, and LGUs.  The project aims to promote nutrition governance and leadership, and support model LGUs to showcase multi-sectoral F1KD activities and pilot local policies for replication and scaling in the region. Bicol ranks 3rd in stunting and wasting rates among the 17 regions in the country based on the 2018 National Nutrition Survey of DOST-FNRI.

The ADVANCE Bicol project started in March 2021 as part of the humanitarian response (early recovery) of Save the Children Philippines in Bicol Region among areas severely affected by typhoon Rolly (International Name: Goni). The project capacitated local partners of basic health and nutrition concepts and frameworks including global and national standards and guidelines. Partners were also trained on advocacy as a strategy and were oriented on Nutrition in Emergencies and Republic Act 10821 (Children in Emergencies and Relief Protection Act of 2016).

Save the Children Philippines also facilitated the establishment of Training and Learning Centers (TLCs) located in Naga City, Tiwi, Albay, and Virac, Catanduanes to support online and offline capacity building and development activities for quality F1KD programming and sustain the implementation of multi-sectoral F1KD activities. The organization donated a laptop, printer, LCD projector, photocopying machine, whiteboard, and reference materials for the functionality of the three designated TLCs.

NNC Bicol hopes that in the future, more LGUs in the region will follow suit and have their own local First 1000 Days Ordinances. Then, perhaps, the region will no longer be among those topping in undernutrition.
